  1. Conditions of Play

The tournament will be a 54 hole stroke play event. In the event of a tie a sudden death play-off will take place on the 9th and 18th holes until a winner is declared.

The field will be limited to 60 players. Entry will be based on the following criteria – first preference will be given to professional players i.e. players that are members of any worldwide professional tour. After that amateurs will be admitted to the field, but this will be done strictly on a handicap basis i.e. the lowest handicaps will be admitted first.

CLOSING DATE FOR ENTRIES IS 24h00 on the 6th March 2009.

Local rules for the tournament to be printed for the event. The standard WPGA conditions of play will apply :

PACE OF PLAY

In the absence of mitigating circumstances, a group will be timed if it is in excess of the time allowed and in the case of second or subsequent groups, out of position. Out of position is defined as being more than the starting time behind the group in front. The time allowed will be determined by the Tournament Director and will be published on the official notice board

  1. The group will be warned that they are to be timed.

  2. Timings of individual players will be taken thereafter.

  3. If any player exceeds 50 seconds on a 'first to play approach shot (including par 3 tee shot), chip or putt' or 40 seconds if it is a tee shot or 'second or third to play shot', she shall be deemed to have had a 'bad time'. Once a player incurs two ‘bad times’ the player will be informed of such and if she thereafter exceeds 50 seconds on a “first to play shot” or 40 seconds on a “second to play shot”, she will be deemed to have breached the WPGA Tour Conditions of Competition Rule 1 – Pace of Play.

Penalty: Stroke Play – Two strokes; Match play – loss of hole (apply to hole where the final timing is taken)

A player will be penalised a further two strokes for each subsequent breach of Rule 1 – Pace of Play.

 

Timings will be taken from the moment it is deemed by the Official that it is the Player's turn to play.

A player whose group is timed will have a bad time carried forward in the round even if the group subsequently arrives back in position or within time.

THE BALL

The ball the player uses shall be named on the current List of Conforming Golf Balls issued by the Royal and Ancient Golf Club of St Andrews.

Penalty for breach of Condition: Disqualification

One Ball Condition

During a stipulated round the balls a player uses must be of the same brand and type.

Penalty for breach of condition: Stroke play – two strokes for each hole at which any breach occurred; maximum penalty per round - 4 strokes

PRACTICE AT PUTTING GREEN OF HOLE PLAYED

A Player during a round shall not play any practice stroke on or to any putting green, including the putting green of the last hole played except practice greens during delay or suspension in play.

Penalty for breach of Conditions: - Two Strokes.

 

CARTS

Riding in motorised carts on the course during play is prohibited, unless accompanied by a Tournament Official.

Penalty for breach: Disqualification.

Note to Rule 6-3a (Page 135 -136) applies.

TEMPORARY OBSTRUCTIONS

  1. Definitions

    1. Movable obstructions. Temporary post-and-rope fences erected for crowd control, crossing point signs and mobile or otherwise readily movable advertising signs and boards, equipment for press, radio, television, filming and scoring services are movable obstructions. (Rule 24-1 applies).

    2. Temporary Immovable Obstructions. These include tee indicator boards, tents, scoreboards, grandstands, refreshment stands, advertising signs and boards, lavatories, clocks, towers and fixed or not readily movable equipment for press, radio, television, filming and scoring services, but not power lines or cables or mats covering them.

  2. Interference by Temporary Immovable Obstructions.

This occurs when (a) the ball lies in or on the obstruction or so close to the obstruction that the obstruction interferes with the players stance or intended swing OR (b) Line of Sight – the obstruction intervenes between the players ball and hole or the ball lies within one club-length of a spot where such intervention would exist.

  1. Relief: A player may obtain relief from interference by a Temporary Immovable Obstruction as follows:

    1. Through the green. If the ball lies through the green, the point on the course nearest to where the ball lies shall be determined which is (a) not nearer the hole, (b) avoids interference as defined in Clause B and (c) is not in a hazard or on a putting green. The player shall lift the ball and drop it without penalty within one club length of the point determined on ground which fulfils (a), (b), and (c) above. The ball may be cleaned when so lifted.

    2. In a Hazard. If the ball lies in or touches a hazard, the player shall lift and drop the ball either: -

      1. Without penalty in the hazard, as near as possible to where the ball lay, but not nearer the hole, on ground which affords maximum available relief from interference as defined in clause B

      2. Under penalty of one stroke, outside the hazard as follows:

 

The point on the course nearest to where the ball lies shall be determined which (a) is not nearer the hole, (b) avoids interference as defined in Clause B and (c) is not in a hazard. The player shall drop the ball within one club length of the point thus determined on ground, which fulfils (a), (b) and (c) above. The ball may be cleaned when so lifted.

D. If there is reasonable evidence that the ball is lost in a Temporary Immovable Obstruction (other than in a grandstand for which dropping zones are marked) a ball may be dropped without penalty under the provisions of clause C. For the purpose of applying clause C the ball shall be deemed to lie at the spot where it entered the obstruction.

    1. Prizefund

The prize fund will be R100,000 and will be paid out according to the standard WPGA break down.

    1. Practice Facilities

The driving range will be the ninth hole of the course. The range will be operational from one hour before play on Tuesday, Wednesday and Thursday and will close once the field has turned. No facilities will be available after play. There is no charge for players using the range on tournament days.

There is a practice green and bunker at the left of the ninth hole which may be used for chipping.

No chipping will be allowed to the practice putting green in front of the clubhouse.

Players will need to pay R10 a bucket on the practice day to use the driving range and must be cognizant of anyone playing the ninth hole.

    1. Practice Rounds

The official practice day is Monday 9th March 2009. There are no pre-arranged tee-times and players may only tee off from the first tee from 7h00 onwards.

The ladies locker room will be open for toilet facilities, but the main clubhouse will not be open. The half-way house facility will be available for drinks and snacks from ……

    1. Caddies

A caddie is the responsibility of the member by whom he or she is employed.A player may carry their own bag. No caddy may enter the clubhouse without their player and must remain the guest of the player within the clubhouse. Caddies must abide by the same dress regulations and code of ethics applicable to members as outlined in these regulations. Caddies must wear attire such as caddie bibs or overalls as directed by the WPGA.

Caddies must not:

  1. Attend official social events unless specifically invited by the WPGA.

  2. Use practice facilities

  3. Play golf at any tournament venues during the tournament

  4. Walk on greens if wearing spiked footwear.

  5. Be inappropriately dressed.

  6. Behave inappropriately.

Players will make use of the Ladies Locker room for the duration of the event.

    1. Bag Storage

Bag storage facilities are available on request. Please speak to the Club Director My Jerry Fraser should you require this service.

    1. Drawsheet & Yardage Books

The draw for the first round will be available at registration. The draw for subsequent rounds will be determined on the players’ scores.

Yardage books will be available on Monday 9 March at a cost of R60 per book

Registration will take place at Parkview Golf Club on Monday 9th March 2009 between 11 a.m. and 3 p.m.

All players MUST register on Monday in person

    1. Drinks & Fruit on Tees

WPGA to supply fruit and water on the first and ninth tee. The allocation will be 4 bottles per player on tournament days only. Additional water must be bought and paid for by the player.
